Recently Department of telecommunication has come up with the new year gift for the employees of BSNL by coming up with 7th Pay commission of Central Government and the issues that have been proposed to be solved in the BSNL 3rd pay revision has been made by the ‘All unions and Associations of BSNL’ (AUAB).
The decision was taken in a meeting held between the Department of telecommunication and minister of state of telecommunication Shri Manoj Sinha, The Department of telecommunication has already written to the ministry of finance with all the recommendations to solve this long pending list, where the DoT awaits a positive reply from the finance ministry after which the problem will be solved.
BSNL 3rd pay revision as per 7th pay commission has proposed decisions on the following six things for the welfare of BSNL employees
First : The department of telecommunication has written to the ministry of finance over the demands of BSNL employees to base the pension on the actual basic pay. As per the reports, a favorable response is accepted on this point.
Second : It is also believed that Department of telecommunication has also given nod to the demand to unlink the pension revision of BSNL retirees, from the pay revision of the serving employees. A positive response on this would mean strengthening the employees demand for 15% fitment
Third : It is expected that the decision on the 3rd pay revision of BSNL employees is likely to be reached. There are positive signs that the decision will go in the favor if the employees. Following things have been raised under pay revision:
- BSNL will not be able to pay salary, if 3rd Pay Revision is settled with 15% fitment.
- The projection shown by BSNL for meeting the additional expenditure for 3rd Pay Revision, mainly based on 4G services will not be accepted by Cabinet, before the allotment of 4G spectrum.
- If both the proposal of 4G spectrum and 3rd PRC are taken together to the Cabinet, both may be rejected.
- Other sources for additional income should be worked out, to make the proposal for 3rd Pay Revision acceptable.
- Meanwhile the Non-Executives wage revision negotiation also to be concluded before taking a final decision.
Fourth : It is reported that the BSNL CMS has reached decision related to the 2nd pay revision commission. After the decision on this, the contribution will increase by another 3% by March, 2019 and the remaining contribution will be increased in the next financial year.
Fifth : This also involves coming up with a new mechanism to solve the issues faced by the BSNL employees and for this a new mechanism is being developed wherein AUAB will periodically sit with the DoT officers to discuss their concerns and issues.
Sixth : Department of telecommunication has prepared the cabinet note for allotting 4G spectrum to BSNL and it has also been sent for Inter-ministerial consultation.
All these proposed decisions in the 3rd pay revision as per the 7th pay commission has been projected as the new year gift for the BSNL employees.
